From 29 February 2024, it will be MANDATORY to include the 6-digit Harmonised System (HS) code on Air Waybills (MAWB and HAWB) for transit of goods – import and export – through the United Arab Emirates.

The new regulation is due to the Advance Cargo Information (ACI) programme developed by the UAE National Advance Information Centre (NAIC), which requires the completion of advance information on goods being imported, exported or in transit through the UAE.

• Consolidated Cargo – The HS code must be included in the Waybill House (HAWB), in the HTS section in FHL /XFZB, i.e. HTS/293890.

• Direct Cargo – The HS code must be included in the Master Waybill (MAWB), in the RTD section in FWB/ xFWB, NH identifier, i.e. NH/ 060314.

As a result, it is crucial that all clients send information and data about their cargo in advance in order to fully comply with the regulation, which comes into force on 29 February 2024.

Furthermore, you should always ensure that this code is provided before the cargo enters any UAE airport. Otherwise, it may have the following consequences:

  • Increased waiting time to import/deliver goods;
  • Increased export approval waiting times;
  • Other delays.
